There are two charts here because there are two different amounts. A lobbying firm reports income: what it was paid. A company that lobbies for itself reports expenses: what it spent, under one of three accounting methods it picks itself. Both appear under this company, and they are not the same measurement — so they are never added, not in a bar and not in a total.
